Sheikh Al Hakeel: the new expropriation system covered all last grievances

After the success of the last year in both Riyadh and Jeddah, and after the increase in the demand and the attendance from the governmental  and private bodies, the Saudi Authority for Accredited Valuers "Taqeem" - in cooperation with the British Royal Institution of Chartered Surveyors (RICS) - concluded specialized training course in expropriation of real-estate for public utility, and temporary seizure of property in Kingdom in its third period, starting on Sunday, 17th of February, and will continue for two weeks, targeting those who work in valuation before the entry of the valuers system into force, and those who interested in qualification to participate in the membership of valuation committees and the members of the valuation committees those who want to proceed in the valuation committees of the expropriation for public utility. The Authority shall count this course as experience hours for the participants whether they are temporary or applicants for getting the membership.

About this course, the Secretary General of  the Saudi Authority for Accredited Valuers, Mr. Issam Al Mubarak stressed that depending on the international expertise in the expropriation and valuation field, and with the increase of the urgent need for such courses, and with the many requests from the workers in the real estate valuation field, this course was launched in its third period for the purpose of qualifying the trainers and providing them with information regarding the system and its executive regulations, getting acquainted with the best international practices and offering training for cases and the obtained lessons from the expropriation for public utility.

Al Mubarak digress: “today we seek to intensify the efforts to develop the system of expropriation, and we are working on making the committee system electronic and integrated entirely. Which works to accelerate processes, shorten the work of many committees, adjust implementation mechanisms and the preservation of rights. "

His Excellency, the Former President of the Board of Grievances, Al Sheikh Ibraheem bin Shaeh Al Hakeel participated in presenting many important procedures in the valuer work, clarifying that in a case that the valuer starts his job verifying the procedures that are taken whether they are right or not, so in this way he saves exerted efforts for himself and for the system, and that efforts could be invalid by a lawsuit, indicating that the valuer or the authorities of the expropriation for public utility is obligated to the expropriation system, and some of the procedures pertaining to the system, which were set and legislated to adjust the valuation process, so that it should be committed to standards, transparency and integrity.

His Excellency compared between the expropriation system before and after the adoption of the executive regulations, clarifying that the practical side for the valuers is more important than memorizing subjects and discussing it theoretically, and he was keen to clarify the grievances aspects which are avoided by the executive regulations. His Excellency presented some cases which were subject of objections from some people whose properties were expropriated and lifted to the Board of Grievances, and he clarified and explained some of the system subjects and its executive regulations, and he moved to discuss the importance of having a financial trust for property expropriation, and the means which the committee member should worked out by in order to avoid the delay in payment of compensation and the dues collection. Also he praised the coordination of the relevant authorities to improve working according to system, and the recently issued regulations, which avoided the most grievances causes previously.

It is noteworthy that the course in expropriation of real-estate for public utility, and temporary seizure of property is presented through professional experts in expropriation, from the British Royal Institute in English language with instant interpreter, and the presentations will be both in Arabic and English language, and the course will be concluded by a test on the last day. Passing it is the basic requirements for the qualification of the experts’ valuation committees members.
